SHAFAQNA –This week’s European Council meeting was dominated by reactions to Britain’s referendum result, but on Tuesday EU leaders took a decision that has far-reaching consequences for people forced or wishing to migrate from more than a dozen countries in Africa and Asia. Under the Partnership Framework with third countries, which the council adopted, 16 countries of origin and transit for migrants will be pressured to cooperate with the EU’s goals on curbing migration. Their compliance is to be rewarded with various “incentives” including development aid and trade deals. When the UK leaves the EU following Brexit, UK-registered non-profits will no longer be eligible for that funding, and the ECHO aual budget is also likely to shrink in the absence of UK contributions. As official British aid is 100 percent “untied” – UK companies and charities are allowed no advantage in getting grants – replacing the lost ECHO funding from the UK aid ministry, DFID, could not be guaranteed without a major policy change. SHAFAQNA –The Russian Defense Ministry said armed groups opened fire on Russian humanitarian aid convoys in Damascus Countryside and Homs countryside in Syria on Tuesday.
